Relatively cheap they are popular in open areas like malls, conservatories, marquees, open plan offices etc. They are NOT suitable for small enclosed areas requiring temperature control.
Fans just move air with the desk fan being the most popular personal type. Ceiling sweep fans are very popular all year round. These fans can be used all year round and act as an energy saver in the heating season by pushing the hot air due to stratification down into the space, and in summer they move the air around a treat.
Drum fans are floor mounted and can handle high duties. Only really suitable for large areas and factories
